In the CIP covering the 2024-2029 fiscal years, Independence detailed plans to spend $287 million on capital projects, an increase of 49% from $193 million in its 2023-2028 CIP. The current CIP has 137 line items, compared to 139 line items in the prior CIP. The table below breaks down the Independence’s planned capital spending by business area for its last two CIPs.
What Is Driving the Planned Spending Increase?
Almost all business areas increased. The most significant goes to the Fire category, which increased by 1,573% due to three new projects, including replacement of Station 5 and 8 and construction of Station 11. Planned spending in the Municipal Services also increased by 53% due to 11 more projects in the recent CIP.
Which Projects Are the Largest in the New CIP?
Independence has three notable line items valued at over $10 million. The largest line item is the Noland Multimodal Corridor, worth $14 million, under the Municipal Services category. This project will create approximately 1.7 miles of multimodal transportation corridor along Noland Road from 24 Highway to Fair St. Other two notable line items include:
- Station 8 Replacement - worth $13 million, under the Fire category. The project involves replacing Station 8, which is currently at Powell and Truman Rd. New Station 8 will be relocated to 21011 78 Highway and combined with a Training Facility at the existing site. The station will be approximately 20,000 square feet.
- Treatment Plant Discharge - worth $11 million, under the Water category. The project provides engineering and process facilities to handle the treatment residuals from the Courtney Bend Water Plant to comply with impending future regulations.
