In the CIP covering the 2025-2029 fiscal years, Kingsport, Tennessee, detailed plans to spend $294 million on capital projects, an increase of 141% from $122 million in its 2024-2028 CIP. The current CIP includes 128 items, a significant increase from the 26 line items in the previous plan. Budget Allocations Set to Rise Across All Business Areas, with Significant New Addition
Budget allocations have increased across all business areas, with significant new additions. The Public Works, Stormwater, and Leisure Services categories have experienced substantial funding increases of 1,165%, 703%, and 535%, respectively. This surge in funding will support new projects and programs, including the construction of a new administrative office building, upgrades to lift stations, and the enhancement of community recreational facilities and programs. Additionally, a major investment of $96 million is earmarked for the Water category. These investments aim to expand water infrastructure within the city, address the needs of a growing population, and improve the overall quality of water services.
City of Kingsport, Tennessee Invests Over $122 Million in 4 Key Infrastructure Upgrades
Kingsport’s CIP has one major line item valued at $40 million and three others exceeding $20 million. The largest item is the $40 million allocation for Lynn Garden Elementary School under the Education category. This funding will go toward the construction of a new elementary school in the Lynn Garden area. Other key line items include:
- Sullivan North Renovations - $30 million, under the Education category. This project involves the renovation of Sullivan North, which will be repurposed as a middle school for city use.
- Reedy Creek Trunk Sewer - $28 million, under the Water category.
- Senior Center/Parks and Recreation Community Center (Combined Facility) - $23 million, under the Leisure Services category. This project responds to the growing membership of the Kingsport Senior Center. The Parks and Recreation Department, having lost access to the Civic Center and other facilities, requires additional space. By sharing a new facility, both departments can meet the increasing demand for space. A city-wide combined facility study is requested as part of this plan, as combining both centers would create a versatile space and save on costs by consolidating services under one roof.
